Whenever I do an inside event that calls for sand, I have found rice to be a good alternative. The kiddos are not inclined to eat it, but if they do it won't hurt them. Good luck!
Our church is also not allowed to use sand. It had nothing to do with the kids eating it. The sand is hard to clean up and did not want it in the carpet. I am using the a small pool in my room. Instead of sand I'm making it look like there is water in the pool. I bought foil shreds at the Dollar Tree in the party supplies. It's the stuff that goes in the bottom of baskets. It kind of looks like Easter grass or the foil ice sicles that we use to put on the Christmas tree. It's only a $1 a bag. I can still hind stuff in it and the kids can also dig in it to find items without a mess.
Aloha! Maybe use blue and white paper you have run through a shredder? You can hide sea shells and small fish with magnets glued onto them, and let the children fish for bible story words or verses in the pool. Use a bamboo pole with a large magnet attached to the end of the line.
